Have you tested this with the platter back on? If this is like the Presto, you can't check it without putting the platter back on because it has a dual pivot. When the platter is back on it takes up the slack between the rubber roller and what's called the capstan, the pulley on top of the motor.

Just measured some styli - Presto long shank is 3/4" while a Grampian short shank is 5/8".

Perhaps you need a short shank stylus. Presto uses a long shank, the DR33C manual calls for a stylus no longer than 5/8" in length. In the earliest days they would cut from the inside out so that the swarf would tangle in the center around the spindle and not get in the way of the cut. It looks like you have everything you need mechanically to get it going, just need to clean/lubricate everything appropriately and get a cutting head. I assume there's a motor in there given I can see the capstan sticking up to engage the rubber idlers but I didn't see a power cord. Even if the 33.3...

Do NOT do this. If you allow the swarf to simply bunch up like this while heating the stylus you'll burn plastic onto the stylus and ruin it, you have to brush it away as you cut or suction it.

1. Heating wires are attached to the stylus stones, the cutter itself doesn't come with a heating wire. Now, whether or not the machine is wired to provide heating to a stylus is a different question. In picture below, I only see a single wire from the stylus to the screw on the front of the cutting...

Yes, those recorders used a feed screw system too but it's located underneath the platter.
