Its a similar design the BBC cutting lathes, though their's are heavily modified. MSS was I think something to do with Cecil Watts. He made the first BBC cutting lathes and was the person who started up or introduced acetate or lacquers discs which is where he made his money.
I have some 10" MSS lacquers from about 1965.
This item has been relisted several times so far the price has not dropped. It does however have the original cutting amp. At a guess if it has KT88 output tubes in it then it can not be any earlier than 1957/8.
The design of this cutting system did not change much in the years it was in production it is very similar to the original BBC cutter system from the 30s I think. However over time cutting stylus heating may have been added, microgroove cutting and other options may have been standard or to order. Most of this kit was made to order there was a smallish market in the UK remember that diminishes by the mid 1950s as tape recorders in the domestic and professional markets took over.
Cutting disks was always specialist which is why many recording studios sent master tapes to be cut elsewhere.

There has not been many of these come up on eBay. British machines were not made in such great numbers as the American machines such as Fairchild, Universal, Radiotone, Rek-O-Kut or Presto.
You see the odd BSR cutter come up but not many MSS, if they made a 1000 all told which I think would be high estimate and 10% of them have not gone to landfill then you can do the maths as well as me.
But then again Leevers-Rich tape machines do not come up often but at one point there was about 2000 of them in use in London, probably mostly in BBC studios.
Yes I agree it is pricey but it is in good condition personally I would not offer more than 1K for it and that is top end but it is complete. Can not remember how many speeds it offers it may only cut 78rpm & 33 1/3rpm. Spare parts would be an issue but these things are practical pieces of electro mechanical engineering with no solid state out of date logic control. So are usually easy to get up and running.
It falls in the Semi Professional but higher end rather than a domestic cutter, I tend to think of the BSR cutter as more domestic, they are similar designs. Glad to be of help.....
