I know all about this machine, my lathe was very similar...
The speed is only 78 rpm, dd drive motor with bakelite gears.
Iron cast platter from 3.2 kg .
Cutting head Pierre Clement model M2, mono simple moving iron head.
The overhead is lighly different than mine, the lpi is probably over 100 lpi.

Would you say this might be a good first lathe?
Also, can one cut 33/45 on a machine built to cut only 78? What is the methodology?

For me yes, it's a good machine . I am happy with it, too if my overhead is lighly different than this seen in the auction.
Yes, you can cut to 33 or 45, but must change the motor system as I had done years ago, otherwise with the orig. motor you can't nothing...
So if you want start to do a serious "amateur" lathe, this is a good point for start, but repeat, this is my opinion.
About the overhead, has been designed to cut 78 rpm, but a proper pulley ( for reduce the lpi ) you can recording more time; naturally the lpi is fixed. For example I can cut to my machine within 27 minutes on a 12" to 33 rpm.

Yes, is possible, see photos below my lathe. Now is all quartz controlled, high torque, 4 speed, super silent, no vibrations and stable speed.
This is a option, otherwise you can use a good old synchronous motor ( 1500-1800 rpm ) like Bodine or other and with a belt drive the platter, then you can decide if insert an external motor (so no vibrations will go on groove), otherwise internal to lathe. Obvious that you must build with the right measurements a new pulley to fix to motor, you must calculate the right speed of motor, then the diameter of platter and then the speed of recording.
Now considering that the orginal platter weight 3.2 kg, you will have a good inertia, if decide for the second solution platter - belt.
