Hi dudes , I'm restoring an old lathe and the machine have some trouble with the motor , Is a monophase 117 V motor , the motor have continuity between wire pairs , check with 125 V and the motor wants to spin , makes the sign of start spinning but moves very very slow , after that starts an induction noise that says me "STOP THE MOTOR DAMN IDIOT", That seems a capacitor problem ? or more a winding problem ? , Probably gonna replace , but mantain the most parts of the machine would be absolutely great.

A can of WD 40 solves a lot of issues Sop get one spray plenty of it on the bearing as a start it helps
It does not effect the windings so plenty of it as it will also loosen up any dust and crap there
If the motor is polling it will not start
In other words the rotor is touching the stator which sound like what is doing which indicates a bad bearing
If the cap is bad it will sit there trying to start but going back and forth about 1/4" at a time and it will also hum
In so far as a cap is concerned any 4-8 mf 150-220 V non polarised Starting capacitor will do the trick
Cheapest source is older air conditioning units or dead refrigerators
Cost you nothing and it will also tell you if the bearings are shot
