Please help me identifying material on VR cutterhead.

Please help me identifying material on VR cutterhead.

Hi.
I hope some of you can help.
I somehow managed to lose the plastic looking bit (seems for damping) that goes around the metal bit that joints with the diamond holder. I am sorry, I don't know the word for it but please have a look at the attached photo.
Could anyone tell me what material is (teflon) and possibly its thickness so that I could try to find a replacement?

do you have a channel inbalance?
added resonance to the channel without souris skin?

it looks like some standard tubing that has been cut longside to pull it over right? then why not try some different stuff (wire insulation?) and report back?
