Is the reduction in ohm rating and +DB rating proportional, bringing the db input to approximately zero?

Where would you put the reverse RIAA filter in this setup?
Can you recommend a ball park +db level to match a 4 ohm head before I attempt to calibrate to your parameters?

Thanks Tim, I tried to start the motor with the 2.5 mfd capacitor and got nothing. That is when I noticed the mfd should be 3.75. So, I am not sure if the problem is with the motor or 2.5 capacitor. My Presto 6N has the wrong capacitor.
MY Presto 6N has a Bodine model NYC-34. The rating plate indicates 50/60hz 1500/1800 RPM. 1.0 Amp 1/25 HP. It should have a 3.75 mfd capacitor but came with a 2.5 for the GE motor option.
