yeah - that definitely looks like late 70's / early 80's design to me as well.

The playback video seems to indicate that there _is_ a run-out groove (whether or not it actually locks). And the translator seems to indicate that it does use acetates, though why they are gold colored here, I don't know.
Perhaps this thing was designed for making jukebox records? What else could its utility be?
I like the little brush (or vacuum?) which seems designed to take care of the swarf.
