I would say the reason folks did not take your inquiry very seriously is because your information seems a bit jumbled. We don't use "record cutters," we use mastering lathes. If you are trying perform "lacquer mastering" the idea of spending 15k on a machine is not very well informed.
Perhaps other should have just asked you to perform a bit more research first and then ask a question that might be more relevant to this section of the forum.
There are many levels to this craft, from home hobbyist up to Grammy winning Mastering Engineers. Being more specific to your desires would help clarify your questions .
