In case he decides to move after this, if any of the Spanish speaking people have more up to date information, it would be good to not loose track of him and his activities. Both the Bolivian and Argentinian embassies as well as the local authorities are very helpful and very much interested in hearing details of scams originating from their countries.

Angulos machines do not work, he is a scammer.
He is also not the only one being a scammer, disk cutting seems to really inspire scammers as a sector. Be very very careful when trying to find equipment.
