Mostly untested, but this model is designed to record at both 78 and 33. It looks like they still have the original documentation too, which can be a big help in restoring it.

How hard is this to fix-up?

My knowledge is tubes is limited to book reading but I do have practical practical "modern" electronic experience. Right now I'm struggling fixing up a Wilcox-Gay Recordette's Amp, is it harder than that?

Be aware that aside from any tube, amp, and drive wheel issues, the crystal cutter probably needs to be restored. They die from age and unless it's been already rebuilt, you can pretty much count on it not working.
