Looks more like red house paint to me. Or maybe ketchup.

Hi,
Looks to me like Glyptal. I suspect he had some issues with the Silicone damping fluid leaking and used the Glyptal paint to seal the head.

Re: Grampian Type C
But all grampian have inside silicone fluid, type c too ?

Hi,
I think so. That was one of the innovations of this design. Instead of using a rubber type material for damping, they went with the Silicone oil. Supposedly better stability over time and temperature. I believe the fill hole is the screw on the top of the head in the picture.

Hi,
Yup, at least for the type D head, you would use 100cSt viscosity fluid and about 10 to 20 drops in the top fill screw hole.
